In these situations, limited opportunities present themselves to either plan or directly engage in rebuilding indigenous institutions, fostering bottom-up economic activity, reviving the private sector, and rebuilding and developing representative institutions.
Stabilization services fall squarely in the dynamic intersection of development, diplomacy, and defense. Lessons from the wars in Afghanistan and Iraq affirm that response to conflict must take into account local and regional knowledge, attitudes, and practices. Solutions should be proactive as well as reactive, for example, determining stabilization requirements prior to the launch of combat operations to manage resources efficiently and to reduce the destruction of life and property.
